Help with arrow dup malfunction

the arrow dup was working fine but now it quit . Now when I try to un equip the arrows the message at the top no longer says you cannot change weapons while attacking. Instead it says you can not change weapons until action is completed. Would really appreciate some help on this

And you are trying to unequip them while you're idle?
