According to the wiki she is the master training. But she only has Persuasion and Exit as her only two options (conversations tags aside). Her disposition towards me is 100%. I have talked to her at her "awake" hours, as the wiki advises. But still she won't offer services.
Note: I am the arch-mage. I don't know if this makes a difference or not, but I figured I'd add it just in case.
On a related note, Tooth-in-the-Sea, the Alteration master training, won't offer his services either.

You know, after you have mysticism 70+, you need to talk abou Mysticism Training with an advanced trainer (like the dunmer lady at arcane university).
Then you'll get a quest which you must finish before Dagail gets a training option. Same for every skill's master trainer.
Or is it something else?

IIRC, sometimes you have to double talk advanced trainers into giving you the quest for the master trainer. By that I mean asking them about training more than once after you get the message that you cannot be tained any higher by that person. There might be a time factor involved, so they may ignor you while the game processes that you have actually trained high enough. But as Akatosh's Pug said, being ignored by master trainers usually means you missed getting the quest from the advanced trainer. Easy to do if you are like me and play while half awake or half loopy from playing too long.

Last time I played focused and "sober" was when I attempted the impossible - decorate a house. Gave up after 30 min.. ._.

Actually this reminds me of a quote from the wiki about getting a recommendation from other trainers to seek out Tooth-in-the-Sea. I didn't think anything of it because it was such a simple thing.Akatosh's Pug wrote:You know, after you have mysticism 70+, you need to talk abou Mysticism Training with an advanced trainer (like the dunmer lady at arcane university).

Thanks for the mental prodding!
