Well, I've never started the quest in this way after that horrible first-time experience. I prefer to get this quest done and over with sometime within the hour— with the way Cicero speaks that simply never happens.

You can enchant items that will reduce the Magicka cost of a school's spells. At max Enchanting and with the required perks, the enchant will grant you a 25% discount. Since you can put this on 4 different pieces of gear, the spell cost will be reduced by 100%.

This makes Magicka unnecessary and the racial powers of the Aldmer surprisingly useless.

It's a bit hard to manage early, but heavy armor will limit the damage and you spend all your points in health, so you can outlive your opponents.
Lastly, if you unlock Aspect of Terror (Illusion skilltree), fire spells gain 10pts damage. This makes the basic Flames spell very effective but cheap.
