I just found this on ESO Support: [1]

What is the cost of dying in the game?
When your character dies in The Elder Scrolls Online, you have two options for resurrection. If you possess a soul gem and decide to use it, you can resurrect your character in place. If you don't have a soul gem or don't want to use it, your character will port back to an area wayshrine and resurrect there. Your character's equipment might take some damage from that and need repairing, but the price won't stop you from doing anything else.

So it looks like the usage of a soul-gem is the one and only way to resurrect where you are, the "penalty" I mentioned before being the use of a consumable, otherwise you end up at a Wayshrine. I'm not sure if the equipment damage applies to both options, but it's a reasonable debuff to stop people from reappearing constantly, as you will have to go repair it at some point. Souds like a good system to me.

Yeah, sounds good. I'm glad the penalty isn't too harsh, though I'm guessing this means souls gems will be much more rare?
