Storm Call is powerful, but it strikes Allies and Enemies alike.

Very true, it's really an all or nothing tactic<_< most people use it when overwhelmed or desperate.. that or just like lightning<_<
Still, considering along those lines, I find both Call Dragon shouts limited<_< in the sense the dragons take so long to attack between strikes

I always found the Call Dragon shouts useless. like you said they take forever to attack. one time i called Durnehviir and he didn't attack at all (this is after getting Soul Tear) he just took off and hovered about for a while and did nothing.

Become Ethereal and Whirlwind Sprint are the only shouts I really use. I never think about shouts in combat, and I can usually take down enemies without trouble anyway. It's rare that I need a better source of damage.

I chose Ice Form as my third, though. I use it occasionally, especially in situations where a civilian's life is in danger.

I can't call Clear Skies useful, exactly, but it's pretty fantastic for pure bragging rights, in character. How many people have wished they could stop the rain? You can.

1. elemental fury. you can kill even the strongest enemies in a few seconds if you have all three words.
2. turn ethereal. useful for charging master-level spells and jumping down cliffs.
3. throw voice. when you need the enemy to turn the other way this is very useful.

I use a lot of shouts. But there are still a fair few I never use. If I had to pick one as the most useful it would probably be Dragonrend.

Although I use several different shouts, throw voice really helps a lot. I was a sneak based character so being able to lure my enemies to stand right in front of me without getting noticed is a blessing.

3) Ice Form, a pickpocket's dream. See that item they have? Want it? Ice Form them. Goes great with the Misdirection and Perfect Touch skills.
2) Slow Time, the distance generated between you running away and a Fus Ro Dah is arguably more, if not you can always settle for dealing more damage in a shorter amount of time to multiple/single enemies.
1) Become Ethereal, go where you want, run without stamina consumption, jump from any height (if you have enough time), flee from the strongest of foes.

NOTE: I'm not including DLC shouts for my list.

I voted for Become Ethereal, it's so useful for everything, avoiding attacks, running without losing stamina, jumping off High Hrothgar... yeah, pretty useful shout.

Next is Clear Skies, though it doesn't seem to work to clear the skies, it does work to stun a Centurion just before it crushes me with its hammer. Pretty good stuff.

And finally slow time, getting a bunch more hits off, easy dodging, arrow catching, what more is there to say?

I use Soul Tear almost exclusively these days. Something about dealing enough damage to kill a fair amount of enemies then bring them all back as my slaves is just amusing to me. I always do the Dawnguard questline just for this.

After that, it's a tie between Unrelenting Force and Whirlwind Sprint. Sending hordes of Draugr spinning down a hallway is great, and the speed boost from WW Sprint is really helpful for a hoarder like me.

Finally, Slow Time. So helpful for avoiding Giants and changing weapons mid-battle. I'd be lost without it.

Unrelenting Force is very versatile.
Become Ethereal is great for defense.
Soul Tear is the strongest damage shout.

Slow time in my opinion is essential when fighting Karstaag, or atleast I found it to be.

Other than that, its easily my 3rd or 4th favorite shout, simply because it helps with long range enemies. Before I had proper magic resistance, I often just used this shout alone to close the gap, and bring the hurt to those magic throwing [&@%!].

Aura whisper is the only one I've used *heavily*, though I rely on (and waste too much time with because of cooldowns) it too much

Ice form is useful. Unrelenting force is fun, but doesn't pay the dividends Ice Form does (IMO) so it's a novelty for me. Same with Call Dragon - it's entertaining but the battle takes longer than it would otherwise. They (dragons) are fun in Solitude though :)

The first level of Elemental Fury is extremely valuable for dual wielding characters, which is mostly what I play. With the amulet of Talos the cooldown time for the first level is almost non-existant because of the duration of the effect. With the dual wielding perks even the first level turns you into a DPS human buzz-saw when you do the dual power-attack. I always carry two unenchanted swords just for this shout.

Cyclone is very useful for all of my characters since it provides a reliable disable with a relatively short cooldown. Much better than Fus-Ro-Dah since even the first level throws enemies into the air.

I find the first level of Marked for Death is very useful against strong opponents. The effect seems to stack with itself, so shouting at a super high level enemy 10 times makes them much, much weaker. Because of this, I usually use only the first level because of its shorter cooldown.

Slow Time is also very useful, but I wish it would stop time completely so that you could sneak past enemies like Dishonored's slow time.

Ice Form is my favorite for utility reasons. Using the whole three word shout, it can render enemies helpless for a long enough time for me to work on other enemies.

My runner ups are Frost Breath and Unrelenting Force.

Call Dragon because you don't even need to fight with Odhaviing, dragons just die, and when indoors I summon Durneviir in the larger rooms/caverns/workshops/mineshafts

Disarm because it's fun, after being really P***ed off with the dragur for losing my enchanted sword, I decided to take revenge on the AI by RPing the civil war, between Ulfric and I the Imperials fought the battle for Solitude without any weapons, hmm

And finally, Soul Tear, the sheer power of the shout, I don't think it's overpowered at all, I think most other things are UNDERPOWERED, I mean, come on, I just quested for a Daedra and all I get it a meagre little enchanted item?

Elemental fury and right behind is storm call.

Elemental fury is if not the most powerfull shout in the game for warior(spellsword war mage, and other weapon wielding types ) classes, maximization of weapon damage output at low levels. Saves up a crap load of time and improves survivability against the high level drougr dred lords in Dungeons for the simple fact that they dont have time to react with disarm or force because of constant knock whit power strikes, improves the leveling rate off one handed combat skill very, very, VERY fast, if you want to do it my way.
( find a giant camp and let it rip unthil you kill all that moves with a non tempered iron sword without any perks, it is needed to have a LOT of healing, staminma and fortify health potions).
Kiling dragons without dragonrend at low level is easy with elemental fury, just wait for landing and dragno is no more.
For maximum efect used in combo with perk pumped one handed, dual fury and bladesman orcs mad warior(berserker) ability must be sick, its onley persumption, because i never play orcs.
Elemental fury turns your caracters in the most bloody killing machines, AND, given the fact that you need to play volskygge, you get volsung dragon mask and maybe the kahvoizen fang. Most bang for that money. Onley downsides is that you have to use non enchanted weapons, but i say f the enchantment when i land ~10 blows in second, it is more then enough to melt a 50k hp dragon in mater of seconds, when on ground, and the second that you need to get in range, but that is not realy the problem.

Stormcall second? Why?
Its basicaly useles shout, respawn time is hilariously long, damage delt is somewhat irelevant, if not used in combination with destruction spells and scrolls.
But stilll it is COOL! :D

Aura Whisper - so I have some idea what I'm getting into
Dragonrend - because one of my characters hasn't done the MQ past 'Dragon Rising' yet and I always underestimate how difficult it can be fighting an airborne dragon
Elemental Fury - because hitting hard and fast is fun!

i found myself using ice form an awful lot from the very start of several characters' careers. In fact i have banned myself from using it, so utterly useful it is. Mainly in its 1 word form, which recharges very quickly

other shouts are good but i found i usually got this one early on and it is a game changer at lower levels, so is my no 1 useful shout

Fus Ro Dah gives me a second to finish off an enemy with my bow, or draw my sword and shield. Become ethereal is really handy for jumping off mountains away from dragons/other unwinnable fights.

I tend to forget the shouts most of the time. However, when I do remember them I tend to use Unrelenting Force, Marked for Death and Aura Whisper. Aura Whisper was very useful for my sneaky character who couldn't be bothered to learn any similar spells. Marked for Death is great for fighting dragons. Unrelenting Force seems to always be useful regardless of your level.
Become Ethereal can also be really handy... when I actually remember to use it. I got some nice ideas from you guys too. Like using Slow Time when playing archers or Become Ethereal when charging master level spells and such. Why didn't I think of that? Could make the combat more interesting.

I also must say that I find Clear Skies quite useful since I like to take a lot of screenshots and it's an easy way to clear the weather for something more... photogenic.
