Know why Orcs don't get passive abilities?
Orcs are not passive people. Ever met an Orc without a job? Exactly. They're the Irish of TES. They're even green.
Every race has abilities but not Orc. Why?!

Monsters are bred in labyrinths, labyrinths are bred from walls. There is a reason the Giants choose to remain nomadic rather than follow their shield kin the Nords in building permanent settlements. The Tower is the beginning of all walls.

I think that might be because Berserker Rage is incredibly powerful, enough to make up for the lack of a passive ability. For 60 secnds, you do double melee damage and take half(after armor and blocking is calculated) physical damage, without any drawbacks. That is pretty damn powerful.

I don't know, they have their own pros/cons as well more or less. I haven't played much Orc personally.
