Hammerfell could have consistently fought the Thalmor regardless of Imperials. The major point The Great War makes is that pretty much wherever the Thalmor went they were constantly harassed by Alik'r tribes. The sands of the Alik'r is something only they can navigate and not anyone else. Even the Imperials had trouble during the March of Thirst. The problem of the Thalmor is they are not overally respected or well liked by the general populace of even their own "provinces" While certainly the ruling bodies in Valenwood and Elsweyr follow them most Khajiit and Bosmer despise them. See Ri'saad and Malborn respectively. So it is only a matter of time before an oppurtunity arises where the Dominion can be torn apart from within as well as out.
