I can't find a good place to kill that guy without getting a bounty. Where should i snipe him while he's swimming? (I'll accept pictures as a response, too)

If you wait when he's swimming, then go into a crouch near the houses out of sight with the rose, and have a invisibility spell prepared. Snipe, invisible, and get to Skri'iva for getting the bounty away? I've not tried it though. Thuggish as i am, i just walked right up to him, shot him with the rose, and took the time behind bars. But it could perhaps help
I came, I read, I wrote.

For me, it always gave me a bounty.

I used a 100% chameleon spell once, and 100% Chameleon Armor another time, and I still got a 1000 gold bounty.

Same for me. Killed him without anybody noticing it, still got the bounty.

weird, they apparently see me hit him, but how could I know one such a stupid arrow would 1-hit him?
A single dedicated mind can cause about the greatest destruction. That, or goblins, goblins work too.

It's certainly not an easy item to possess, and it does take time. It apparently works though since you can provoke him into attacking you, snipe him and then remove the Cowl. There are alternatives to the way you're meant to do it but escaping the bodyguard and paying off the bounty isn't too difficult. Costly though.
