However, because Bethesda could not see this vision realised, it appears they decided that there was no need for the entire province, as Vvardenfell would not be ravaged by dynamic blight. Thus, Vvardenfell changed from a predominately Redoran settled region, to what we see today, with Stoneforest becoming Balmora, and Sadrith Forest becoming Sadrith Mora, and Hlaalu and Telvanni respectively, iirc. So I assume the original plan was for each Great House (including the two omitted) to have its own squared-off territory on the mainland, with Redoran occupying basically all of Vvardenfell? That would've made sense, since Redoran was pretty much on its own in staving off the forces of Red Mountain. With the other houses on a separate landmass, it would've heightened the sense of their detachment from the situation.

I don't know about redoing combat. they need to fix the current system first, you become way too powerful no matter how hard you try and nerf yourself.
If it was just graphics and routines, that would be nice. Its hard to find all the mods to really get it going, I tried once and came across so many dead links I gave up.

Oblivion and Skyrim had the entire provinces and didn't have anything ''special'' to ''warrant'' that. Part of the fun of the ES games is to play in an entire province, I'd be surprised it was anything else than them simply not being able to carry this.
Not the 'need' but the 'reason'. Bethesda originally intended to only handcraft certain areas of Morrowind, predominately cities, but because they didn't include the whole of Morrowind they did all of Vvardenfell. The reason they didn't go with the former was also partly to reduce the size of the game (for the player - Arena and Daggerfall were needlessly and even annoyingly large), which was possible from a design perspective because Vvardenfell would not be destroyed by dynamic blight, meaning it was feasible to set the entirety of the game there and not require the PC to go to the mainland (which would have been necessary if most of Vvardenfell's settlements were destroyed by the Blight).

I believe so. Redoran was intended to be, and still was in the Morrowind we saw, the Shield that protected Morrowind from Dagoth Ur (bot the man and the mountain).

On another note, I don't expect Bethesda itself to handle a remake or even a re-release. Hand-balling the project to someone else might be an idea though. A 'Baldur's Gate Enhanced Edition' and 'Age of Empires II HD Edition' style re-release with minimal changes, directed at improving the modern gameplay experience rather than adding in new content, would then be fairly feasible. Collaboration with the Tamriel Rebuilt team, would be an amazing next step, to finish and touch-up the project, and to canonise it (altering the lore elements it adds where needed, e.g. the location of Narsis). Although even more unlikely, I feel that such collaboration would be more likely than a Bethesda remake with added content such as the mainland, and would also do wonders for Bethesda's image with fans, particularly ones from the Morrowind era.
