Because heavy armour isn't the be all and end all. You match your protection to the situation you face.

For example - if perhaps a slightly off topic one - I used to be an amateur motorcycle racer, in British 125GP. These things aren't that fast - the best of them are 130 odd mph, 50 odd bhp machines, around the 4 seconds to 60 mark. Enough to hurt if you had an off - tarmac can burn through a bone in a few metres, less if you are going fast. (In case you wondered, I quit due to financial problems)

For protection I wore/wear a custom made for me 1.3mm thick cowhide leather one piece suit, because it is the best protection available for motorcycle racing. It is in esence, an extra coat of skin with armour padding inside it. It even had some logos of people's companies who were kind enough to chuck some money my way in exchange for the advertising they'd get on TV...

If I had a crash, which thankfully I didn't, the type of incoming damage is impact hitting the ground, then into abrasion from sliding along the tarmac and then into the gravel. A suit of say iron armour would be more likely to do damage to me than protect me, because you would bash around inside it as you slide, whereas in actuality it's the purpose built light leather armour which has taken the damage. In all probabilty I'll be unhurt apart from shock or brusing from hitting the ground.

(Note: on track, in a lowside. on the roads is a whole different kettle of fish as to what could happen...)

If you look at every skill in the game, or every item for that matter, you'll find that they all make each other irrelevant in some way. Also, this game isn't entirely about how you handle a fight between your character and <insert random creatures> and JUST that combat.
Spoiler:
it makes up a large chunk of the game and the quests are designed with combat in mind but it's by no means the ONLY thing going on
The various armor types each serve a purpose at certain points of time within your gameplay. It's actually kinda nice to not feel forced to build into a certain thing or get locked out of something else for whatever reasons. But that's my opinion on the subject. If I wanted "class restrictions" I'd load up a multiplayer game cause that's all the rage in multiplayer for some reason.
Spoiler:
that and arbitrary reduction in performance across the board because someone has a certain thing available to them.... I'll never understand that one but that's a different topic

The replay value of skyrim is through the roof in my personal opinion. just walking around looking for random encounters is enough to keep me entertained for hours...

I like the random encounters too. I'm hoping my nephew gets to meet the same Ice Troll I had to go through to get to the top of High Hrothgar. Oh, won't he be surprised :)

I think there's huge replay value in the game, but it is subjective and an individual RP experience. And actually... this is the REAL point.
My current 5th Character (i'm on PS3) will hopefully be a Fur wearing Assassin specialising in Illusion and Restoration, while loving the home comforts of family (Hearthfire DLC etc). I'm sure the whole experience will be completely different from my last all conquering Wizzard maxed in Conjuration and Alteration.
But who knows what the future holds....

TBH, for me this game defines replayability.

And yes everything is available to one character - IMO, it's Skyrim's biggest advantage over Oblivion, no limitations to a single class. Even your perks aren't fixed, after completing the Dragonborn DLC's main quest you can rearrange your perks.
Say wat? You can?
Because heavy armour isn't the be all and end all.
With the way that the perks work, it doesn't matter once you get the Conditioning perk in heavy armor, except that heavy armor protects better. Even sneaking doesn't matter when wearing it because of the Ebony Mail and Silence perk.

The replay value of Skyrim is actually not that high since the only major division of paths are the rebellion and dawngaurd factions. But it is fun to try out different playstyles after you wore out a character, like try adding different abilities to the skill set and see how it works.

Assuming you've got and completed Dragonborn DLC, re-read Black Book: Waking Dreams (the one read after a certain member of the Skaal's demise...)

The final battle area with Miraak gets changed into having a ring of 18 green clouds, each with a skill. You use these to clear the perks from that skill at the cost of a dragon soul, and then you reassign your perks.

In my opinion skyrim has plenty of replay value, though it can at times seem repetitive but theres plenty of ways to change that, like making new characters (i'm guilty of that one, had a total of around 70+ characters so far) or roleplaying for example. There is replay value, it may not be obvious, but a little digging under the surface can yield valuable treasure

I've made 4 characters fire Mage(dunmer), nord champion, sneak thief(wood elf), and now I'm playing a high elf with limited destruction magic mostly illusion and alteration, some conjure (bound bow)... I have played a few type of role playing but nothing crazy like back stories... I'm not into role playing with my imagination... I have only beat the games main story line once with my nord champ, did all the faction quest and some side quest, my replay value lies in the side quest factions and thane quest.. For instance my wood elf played the story line jes to get the 3rd unrelenting force shout... Then I joined the thieves and dark BH guilds, did all the thanes and most side quest... My dunmer did half the story all of college of winterhold quest, 2 hearth fire housed dawnguard and dragonborn.... My new altmer is purely experimenting with new spells different perks and I plan on trying to 100% the game with her.... On either build I have put in thousands of hours missed work lost a girlfriend and regained some common ground with my son... Exploring is probably what keeps me playing, everyday after all them hours I still find something new... And like I said I don't role play... I do quest level up and experiment in different ways to kill... Replay value 10/10...

There is a lot of replay value. From doing a questline that you've not done yet to roleplaying with your own rules or discovering new ruins. From creating a new character and building them into something that you've not done.(im currently doing a pure mage build which i've only tried once and ended up turning them into a battlemage)

If you have the DLC, that will add a lot of hours onto the replay value. We do have a character thread that you could use to gain ideas for builds and backstories. In fact, it was thanks to the UESP that i got into the habit of creating backstories for all of my RPG characters. Mainly TES and Fallout ones. In fact, i'm starting to love writing my own backstories as well as thinking of what they will do after the events of Skyrim.

That said, i do create more characters then i end up using. So many characters have been deleted. They must have caused Talos to kill them.

Anyway, as i was saying, the game has a lot of replay value and if you are on the PC, mods will literally add hundreds of hours onto it. From simple house mods to ruin mods to entirely new quests and roleplaying mods.

As far as the DLC, I'm living with family for the rest of the school year. I'm not getting my own place again until this summer, and that's when I'll probably get the DLC. I don't see much point in putting DLC on someone else's XBox. But I can imagine the build I'm currently working on lasting possibly until summer anyway. This game is tough, I had to lower the difficulty because I'm tired of getting chased around dungeons and running out of potions. I haven't had a fight on the new difficulty level yet, so I don't know how that's going to work out for me.
