having recently finished the game on my other pc, i decided to try again as a warrior on this pc. Having finished the main quest at the tender level of 1, i decided to spread out, and do the mages guild, hte fighters guild etc. At the first recomendation (Anvil) you have to figure out whos causing trouble on the road.
I saw an imperial legion soldier riding along, and paid no mind. Ahead, i saw a highwayman, and remembering something my friend had told me, paid the higwayman so we would become friends and therefore kill and loot the approaching soldier. When he arrived, The highwayman promplty launched into a cordial discussion about the avatar of akatosh. Disapointed, i struck at the legion soldier, and it was only when he turned around to make me pay the fine that i realized i was trying to "be good" on this charactter.
I payed the fine, and went to the anvil castle. However, there, i was promptly accosted by the king of miscarcand, and two zombie guardians. What are they doing there!?!?!? HELP ME!!!! I am being randomly accosted by beings in varying stages of undeadness. can someone please help????

If you didn't kill him at first, well, poor tormented soul follows you all over the Tamriel and tries to catch up with you wherever you go. Feel lucky he didn't appear somewhere up the White Tower, or somewhere in Oblivion or such. 
Put him to well deserved rest, or keep tormenting him and say hello each time you see him
