Killing balgruuf would have sucked, but its Mephala, you know how evil she is.

Back on the subject of cut content however, I have found that many "favor quests" were cut. There are 23 favor quests in the game, but the highest numbered favor quest goes up to 258. I recall sometime before Skyrim came out that there was supposed to be a rather extensive favor system that the player would use to make NPCs like you, we can see that most of it was cut.

Huh. Do you know if cutting favor quests led to cutting follower/marriage options?

Its possible that they may have, but there no way to be sure.

All characters that share the same voice actor have marriage dialog in their dialog list if that same voice actor voices even one marriageable NPC, and while many of said NPCs can't be married, there is no real way to tell if its intentional, or the result of them cutting favors.

EDIT:

I seem to have recently found an entire axed settlement named Heljarchen.

While Heljarchen is the name given to a house in the Hearthfire DLC, various keys in the game data suggest that there was originally a settlement in the game named Heljarchen that consisted of a farm, blacksmith, apothecary, and a house or two, along with the nightgate inn.

Odd but I always thought the Nightgate Inn was too isolated and empty. It would be interesting to have a few more little settlements scattered around Skyrim. I know it's a wild and rugged place but it would break up certain parts a bit more, plus it's nice to get some services outside the cities. I have a few mods that add little villages but they don't have much in the way of interactions.

I recently got around to copying the civil war quests hooks that Rikke had left in her dialog

Civil War Quest hooks
1. First off, we've learned the location of some rebels scouting our positions throughout the hold. Need to take them out.
2. First off, they've got some rebels holed up in a nearby settlement. Need to clean them out so our boys can move in.
3. First, we need to limit Stormcloak capacity and send them a not so subtle message by sabotaging a resource they claim to control.
4. First, we have information regarding the movements of a rebel courier. We need to intercept him and confiscate his package.
5. First of all, one of our men was captured by rebels who refuse to surrender him. So we're going to break him out.
6. First of all, I need to sew confusion and doubt through the rebel troops. I want to assassinate their commanding officer.
7. First, our intelligence suggests one of the rebel garrisons has become disaffected. If we play our cards right, we should be able to turn them.
8. First off, seems the Jarl's Steward might be vulnerable to blackmail. Need to investigate that possibility.
9. First on my list, is a problem with our supply caravans being constantly harassed by a giant. Need to deal with that hairy brute. And soon.
10. First, I need to get a handle on rebel operations. Need to discretely liberate some documents from their headquarters.
11. First of all, I'd like to drum up some more support from the local populace. I have someone in mind.
12. First off, there's an Orc hanging around causing me headaches. Something about a vision quest he needs help with.

Rikke has all the same dialog twice, the second version has the words "secondly" instead of "first" at the start of the sentence, apparently she was going to give two sub quests at the same time.

You may remember quest numbers 4, 5, and 8, these are the ones left in the CK, and in the game itself, although they are labeled 3, 4, and 7, suggestion that quest 1 was labeled 00.

-Mephala's Daedric quest once involved using the ebony blade to corrupt Balgruuf's other two children, who go crazy, sacrifice a horse, and then who murder their father, at which point Blagruuuf's brother becomes Jarl.
-Vermina's quest once involved you making the torpor, instead of just finding a bottle of it.

I know that the quest "tending the flames" had a cut objective involving trying to get Tullius to give up his coast so they could burn it on the effigy, apparently he wouldn't so you had to steal it.

I have also found out that there were three small farms that were cut, but they apparently had no quests relating to them, just random NPC who worked/lived there.

And looking through the CK I found out some interesting facts like Sergius Turrianus from the College of Winterhold is a secret lover for both Faralda, and Nirya, this probably being the REAL reason behind their rivalry.
Am I the only one who wishes that they didn't cut out a single one of those quests? :|

I wish they did not cut them out either, but then again I would be upset if they took out any quest, no matter how stupid or vile.

... should be the last DLC. Cut quests of Skyrim. Never gonna happen. I honestly wish they did more with giants, the sprigan/ hag raven/ forsworn/ old gods stuff, and a HC mode.

HC mode by my definition =
eat, drink, sleep, cure diseases, lay off the skooma and mead to live
no regeneration of health or magic or stamina unless rested
staggering effects last 1.5x as long
item value x0.5 selling, x2 buying
encumbrance is unchanging
3x trap damage and 2x poison duration and damage
potion/ drug dependency (based on ingredients used to make it)
.5x enchantment effects for NPC enchants (Extreme would be 18% instead of 35%)

I wonder what forced training for perks is an acceptable idea... (you unlock perks by training not by leveling)

I'm not in favour of it. What good is training without experience? I could explain to everyone on here how to build a 125GP spec 125cc two stroke engine putting out 50 horsepower. Would you all understand how to do it?

Hell no. Well, some might but it's unlikely...

If I was to take you all to a machine shop, get a ton or so of material, and get you to build it step by step, piece by piece, eventually you would all have an engine, hopefully it will work, at least for a while, an understanding of how it went together, and you will have gained knowledge that might stick with you forever.

Cetainly it would last longer than if I just wrote it up...

(NOTE: this is not an offer, just an example. It would be very expensive to get materials, nevermind hiring a machine shop and geting everyone together in one place....)

The point is knowledge and training on their own don't actually mean all that much, it's getting the experience which makes it all come together as a complete package.

In game terms I would like to see the 5 levels of training per level go, instead replaced by a minimum of X levels of actually doing it to give practical understanding of the subject.

I'd rather spend 20 bucks on that instead of Dragonborn.

I can see a DLC that might include cut Side Quests and Random Quests, but anything that affects a major story line would be a no-go. If you opened such new content with a pre-existing character who had already completed these story lines, it would definitely eff-up the "Prerequisite Quest" triggers and bug your game to no end.
