It might be related or not, but ZoS has just published a fix for "The Initiation", as you can read here.
Reading the Alik'r Desert quest list in the wiki, I see The Initiation before the quest you're having problems with, @rioichi4.

I have crashed many times when buying from these guys, anything. And also when stowing siege weapons... randomly.

I like that new things are added to the game, in this way I feel I always got more to explore. I hope this new dungeon-DLC won't be too expensive; after all, it doesn't seem to have much content as previous DLCs. Also, I'm really waiting to return to Vvardenfell (will Solstheim be there, too?)

Well, I've been having similar issues with the 64bit client. Overall, is works fine and hasn't crashed since patch.

But it seems to have a few glitches with heads...

Well, at last we have a date! For those of you who didn't see the news, ZOS has released the dates for the next DLC content, the Thieves Guild.

The new content will be available in the PTS for testing from next week, and we can expect the official launch in March, as it goes:

As for me, every time I've heard it pronounced in ESO it like "kime". Sadly I didn't get the chance to record the NPCs saying it, but I'm pretty sure it was "kime" as in "chimera" (/kɨˈmɪərə/ or /kaɪˈmɪərə/, says the Wikipedia, so Chim should be /kɨm/ or ...

As for me, the world bosses I've fought (naming Nyzchaleft, King-Chief Edu and the Mad-Ogre-which-name-I-don't-remember), were all for large groups of players. They're part of the daily quests you can take up in Orsinium.

It seems the game is incorrectly treating version 0.40 as an old 0.30 version. If you check the txt that comes with the add-on, it says version 0.30 too.

Edit: Solved!! (Alarra was right)

I usually needs updating after a major patch, as with every add-on. Today Orsinium was launched, as a major patch...
