No help from me, except I know exactly what you mean. Clicking to talk to someone near me just has "this person is busy" is displayed. I have used CC to enable player controls and I still couldn't move, was just able to show third person.

I came for one reason, but figured this might be a nice place to be. In the past I have played Morrowind (mostly of xbox and a bit on pc), Oblivion and Skyrim on PCs.
