I have 87 smithing (low because of the new leveling system) and have all perks I can get
I made ebony armor and went to upgrade it
it wouldn't upgrade past fine even if I upgraded and then tried to do it again
my alchemy (100) all alchemist perks only makes 4% potions with 100% better alc gear ...
