When I enter a cave/fort/etc. I basically consider the occupants bandits/lawless/free targets.
Me/my characters are VERY Word Of The Law oriented, and near indifferent to the Spirit Of The Law. (unless it is making videos about Age Of Empires 2 :P )

If I made say an Altmer mage and use the 6 magic skills and Alchemy as well. That would need a very large amount of levels to accomodate the perks necessary to gain a measure of expertise in each.
