yeah, he did. It's most likely the effect from those poisonous plants in the plane of oblivion. I recall there being a glitch that made them permanent.

I've been an imperial from the start, but only becuase I like to make my character look like me in every game I play. Also I didn't really think about the advantages to the different races when I created them (I don't usually anyway)

Well, I can't mod as I'm on an xbox 360. But what I can do is create a bunch weightless armor with effect damage on self spells. that's about as close as I can get to killing everyone.

well, did you check the "active effects" page in the Magic part of your inventory?(It's the one on the far right of that section) That should tell you what is affecting your character. upon highlighting an effect (drain speed in your case) a thing will come up tell you what is cuasing that effect.

While trying to get up to Dive Rock I walked all the to the temple of the ancestor moths (I was up on side of the mountain) and the rocks sticking out of the wall were floating in mid air!
