Try a fresh install of Oblivion. I have found that this tends to solve a lot of things... only downside is that you'll need write down the mods you use and install them properly. Also, what kind of soundcard are you running on your pc?

But ever since i installed it I will get on my new char and play for I don't know.... 20 mins. And then everything laggs, I can't play really I try to fight and it's impossible to do with out major skip lagg with this Skip ...

Ok! It's all sorted out i realised i had the 1.31 update and not the 1.3 Engine codex helped me i just wanted to say thanks to all of you for the help.
