Pirate ship in Waterfront District question

Is the pirate ship in the Waterfront District in the Imperial City quest related? If not, should I go ahead and kill them?

IT is, but the pirates are not. I always kill them first thing for extra money, myself. Plus it's just fun. It's part of a Dark Brotherhood quest, but the target doesn't show up until the quest, so you don't have to worry about it.

I have a mod that starts you out arriving in the Imperial Waterfront off a ship; the first thing I do in a new game is go over and kill the pirates.

They're just made cause they have scurvy. All they need is orange juice. That would have solved all the problems concerning pirates since Scooby-Doo.
