Could it be linked to the dark brotherhood?

perhaps they are Mythic Dawn, if you have progressed far enough in the main quest.
SPOILER:
(destroyed their precious shrine)
***SPOILER ALERT***

Haha, this kind of confused me the first time it happened too. Once you progress through a bit of the main quest you get attacked by mythic dawn people that were previously living amongst Cyrodiil's population.

Even funnier if you play the second time, walk up to these people and they greet you "Praised be!"

Funny, I had Edla attack me with my first char but with the second she happily trained me in Marksman. Char no 1 had not yet joined the DB and was riding Prior Maborel's horse, and she attacked me right by the stables. Whereas char no 2 was wearing the Black Hand robes and had ridden up to town on Shadowmere, very strange, but then you hear about Edla used to be an assassin, so maybe she knew taking on the Great Listener might be a mistake....
Gromm's AI sometimes goes a bit wild I think. It's possible he could have spotted you leaving after killing Baenlin. But in my second char I had just tracked Alval Uvani down to Olav's Tap and Tack in Bruma, walked in and there was Gromm waving a huge warhammer in the direction of a locked door, which my arrow told me concealed my man. I sneaked and unlocked the door and out ran Brotch Calus who is a trainer of some sort. He ran right out the door pursued by Gromm and everyone else in the bar. Unfortunately for Alval, that meant we were alone. When I sheathed my dagger it was all still going on and battle had been joined by half the Bruma guard.

I just came across some Mythic Dawn person in the Imperial City market. I was walking through when all of a sudden one person wigged out and changed into their Mythic Dawn outfit and then everyone else in the plaza just jumped on them and literally pummeled the person to death. I just sat back, finished my smoothie, and then went shopping. I guess things like this happen when you're a hero.

Yeah I've seen my fair share of Mythic Dawn cronies bumrushed and beaten to death in my day. It never ceases to entertain.

There is nothing finer (or more fun) than a good riot. I start them on a regular basis. Without trying to do too many spoilers I give you my favourites;-
-Ungolim, one of your DB marks, if you are feeling lucky, or suicidal (or you're a Breton like my char and can cast Dragon Skin), let him see you and take the first pop. Then run round town and collect as many of the good citizens and guards as you can, and they will all gang up on him.
-The Bleak Mine Guards (Malacath Shrine quest) let's say if you do the quest without wasting any of them, they will eventually catch up with you and start something. My first char had them follow her to the Imp City Prison and start a war with the Legion and the Security Master Trainer
-Corrupt Imperial Watchman, you get him jailed, he escapes and comes after you. I made sure I was at the Arcane Uni this time around and my loyal Mages Guild scholars and apprentices all ganged up on him.
In general, if you are attacked near a town, try fleeing rather than standing and fighting, and you can always get the guards to join in on your side.

Does anybody else notice that in the mage guild area, an imperial battlemage walks into the area and randomly starts attacking and insulting one of the mages. Then about 4-5 mages come out of nowhere and gangrape the battlemage. Then the battleamages from entrance area outside the big gates run in and a little bit of a war kicks up. Usually this ends with 2-3 mages dying and all the battle mages dying.
Seems like it happens every other time I go to the arcane area in the imperial city. What makes it even funnier is everytime someone dies everyone else screams in unison "Murder!", and sometimes one of the battlemages leans over a body and goes "Still warm... looks like we have a killer on loose"
I remember just starting my first game, and I was swimming around in the imperial waterfront area and I guess I swam too close to the pirate ship. All of a sudden all the pirates were attacking the imperial guards and I thought it was something cool like a pirate attack. The pirates lasted about 2 seconds, and I didn't realize what actually happened until I made a new character and did the 1st dark brotherhood quest. Oh well.

well, i had a batllemage-mage war once, but that was because i was really liked in the mages guild. So when i was resisting arrest in the Arcane university all the mages came to my aid and killed the battlemage

so now, every tie i go to the university, i see mages ganging up on a battlemage.

Yeah, I think I wore the gray cowl in the mage area so the battlemages attacked me, and the mages attacked them. Now they are always fighting even though I dont wear the cowl anymore.

Yes, I have a real problem with one of those Arcane Uni battlemages. I believe he's psychic, and even though I have never been arrested for any of my nefarious activities in the DB, he will greet me sometimes with "you murdering [&@%!], keep your blade sheathed assassin, or I'll put you down myself". Wish I could reply "Go on then punk, make my day..." I find his attitude pretty offensive as, when I go to the Uni, I always dress in my Archmage duds. And when, as previously described, the Corrupt watchman caught up with me at the Arcane Uni, whereas my fellow mages sprang to the defence of their Archmage, that battlemage started beating on me!

Work on your reputation. You haven't been caught red-handed, but they KNOW, and they have good reasons to hate you, murderous [&@%!]

How does one go about working on their reputation? Kiss a few babies, hand out coins, what? I have been getting some attitude myself. I have been closing Oblivion gates faster than Bill Gates closing opposing companies and still I get no respect.

It's easy. You just kill the people who give you crap.

Yes, but my fame is 142 and my infamy only 30. I am Champion of Cyrodill, Archmage, Fighter's Guild Master, Knight Sister of The Blades, Sister of the Order of The Virtuous Blood, Arena Grand Champion...and...um Listener of the Dark Brotherhood. Well at least my baby murderers back in Cheydinhal know how to grovel...
Hmm

When you start to build fame and infamy up you will tend to get varying reactions from people. With a high fame and infamy its not uncommon to talk to the same person twice with completely different responses. One time they will praise you for being the god's gift to the world, and the next accuse you of being a murderer.
