Joining the thieves guild

I've tried to join the thieves guild in Balmora, Sadrith Mora, and one other city, but I don't "meet their standards."
Is it because I am Orc, fighters guild, mages guild, Imp. legion, Imp. cult, temple cult, or something I have completely no clue about?
Thanks!

To join, you must have the minimum skill/attribute levels required. The person you're talking to also must have a disposition with you of more than 30.

Actually, I am a level 41 character (the necessary skills advanced), and they are predisposed towards to me (>30).
Still a mystery. Thanks, though.

(it has been a while since I have played this) There is a mission that one of the fort captains gives you that if you complete it the thieves guild wants nothing to do with you... its the fort near balmore.

ha! that's the one i made now imperials are still after me in some cities even if they are supposed to calm down. it's kill the comonna tong people mission. the funny thing is that they are supposed to be enemies of thieves, so one would expect thievs to greet you with open hands.
it's now looks like the stupidest mission to take. why? well it has this bug and you can't join the thieves guild. very uncool. wish i knew this before i took that mission.

It's because you must have completed the quest for the Fighters' Guild in which you are required to obtain a codebook from Sottilde in Balmora. Regardless of how you completed the quest, whether you killed her or not, you are now unable to join the Thieves' Guild.
If you're on PC there may be a console cheat around this, but if you can't/don't want to cheat then there's nothing you can do.
Thanks for the replies...

It explains a lot. Next time I'll become a thief from the gitgo.

Best thing to do, really. It's a good idea to join as many factions as you can, because there's no bad thing about it: just +disposition which means -$$$.
