In the quest Mehrune's Razor, the unique items are leveled but you are not gaurunteed the highest item possible for your level, and may walk away with a pitiful item at higher levels, is this always the case?

With some Items, yes. The Morag Tong Armor has a 50% chance of being the best or second best according to your Level. For example, you are Level 10, so you will either get the Level 10 Equipment, or the Level 9 Equipment, based on the 50% chance. Some Items are Leveled as soon as you step in, or when you retrieve them, and others on your Level when you install the Plug-In.

If you go in at, say, level 35? Then what? Guarenteed level 30 equipment, or 50% chance of level 29, or what?

I thought it was the level when you actually start the quest?

I was reading something about it in the wiki so that may be true I can't answer myself because I don't have the mod.

I do, but haven't started it yet. Just being hopeful! From what I've read seems like a promising quest!

There is a pretty detailed guide on the WIKI.

It seems some of the items are at Max level and some are random (Though they will only vary between the better versions available to your level). It also tells you the points where these items "fix" so you can save and go back if you dont like the ones you get.

Personally I wouldn't worry. All the iems will most likely end up sold or stored in a chest somewhere anyway. With the possible exceptions of "The Bladeturn Hood" and "The Morag Tong Cuirass" you are going to find better stuff at some point. Even those you would have to really like Hoods and leather armour to find worth keeping.
