Oblivion Lore question

Hey guys, so I'm playing Oblivion for the first time after playing Skyrim a hundred or thousand times. I jumped on TES bandwagon in 2011 and never played the older games, so I'm a little confused about the lore here and thought you guys could help.
From what I understand, Skyrim is set in the future compared to the other games. So it makes sense for there to be crumbling forts alongside the other ancient ruins. I guess the empire is past its prime and has abandoned most of the old forts.
But, I was surprised to come freshly out of the Imperial dungeon in Oblivion and set off toward Chorral, only to find two or three abandoned forts along the way! I thought the empire was pretty much ballin' at this point in history (before the assassins came along of course) so why is there a crumbling, goblin-infested fort or three not even a quarter mile outside the gates of the capital city? Wouldn't the forts be like new at this point? Or is the history of the Imperial city much longer than I thought?
