in elder stats forum it was posted that its somewhere after 1193 hours mark, so can anybody help me to narrow down the actual roll over to 0 point? please

I don't understand the question. According to Steam I've played 1705 hours of Skyrim. My last saved game says 934.28.37. Is that rolled over?

For me steam shows 1500+ hours but latest saved games shows less than 200 hours on my main character. I almost only played with him. In elder stats I had to add last saved pre roll over time with current saved post roll over time and it was 100+ less than that of steam, so I assume that leftover time is from my test character and modded renrij-do character and reloads of saves

Also on pre-roll over save it shows about 1190 hours and next save shows about two hours and some minutes (yes I know, I save too rarely)

When I replied, I wasn't certain what those numbers meant, but I'm guessing they're hours.minutes.seconds?

I have Skyrim and Skyrim Special Edition installed on Steam.

Steam says I've played Skyrim for about 1706 hours. My last saved game says 934.28.37, which I assume is not rolled over because I started playing new games in Skyrim several times before finally settling on a character who completed the civil war quest by siding with the Stormcloaks (which was actually an accident) but couldn't defeat Alduin; then I decided to start all over again from the beginning, sided with the Imperials, and was able to defeat Alduin. So 934-and-a-half hours on my most recent character sounds about right.

Steam says I've played Skyrim Special Edition for about 28 hours. My last saved game says 024.05.28, which again sounds about right, since the difference of about 4 hours is probably explained by pausing the game while I took bio breaks, took the dog outside for bio breaks, lost a few hours of progress due to getting killed and having to restore from my last save point, and things like that. (I'm playing Skyrim Special Edition with a "no manual saves" approach, relying exclusively on auto-saves.)

So I would guess that the real questions are, what data type does Skyrim use for storing the game-play timer, and is the time split into multiple fields for the hours, minutes, and seconds, or is it stored as a single value (such as the number of seconds) which is converted to the corresponding number of hours, minutes, and seconds for display purposes? Presumably the data type of the timer field determines what its maximum value can be, and hence the point at which the timer rolls over.

since i have not played for few months i entered numbers from my memory in previous posts, so actual numbers are:
1567 hours displayed by steam
Save 127 - Dar'averr Skyrim 1190.41.01 {last pre roll over save}
Save 128 - Dar'averr Windstad Manor 02.00.50 {first post roll over save}
Save 153 - Dar'averr Skyrim 155.45.11 {last save}
