Is this normal

Hey,
So, I'm sort of new to skyrim. I've recently patched my game and switched the difficulty to legendary. I've noticed that sometimes it suddenly becomes easy, like I can take on hard enemies that I couldn't kill when I was at a higher level on master. After reloading, it's no longer the same. I'm wondering if this is normal or a glitch.
