If my memory serves me well, when I get close to any of the three orc strongholds that trigger this quest, there should be a guard above the door who should tell me to go get these gloves, etc etc. In this playthrough, though, there's nobody on those structures above the fence. If I talk to any orc, including the chief, they tell me to go away, and if I talk to any of the quest givers (like Bagrak) the only option I have is "Who is Malacath?", or something similar.

So aside from using the console, what are my options to start this questline?

I am neither Blood-Kin nor an orc, just in case...

Are you doing this quest primarily for the Forgemaster's Fingers or to become an Orc Friend?

I like doing the Clear the Forsworn from Kolskeggr Mine quest to become an Orc Friend.

I want the item, unfortunately.
