So, recently I've been seeing an
interpreation of Tosh Raka, which basically implies that he's from the future. This theory makes sense to me, but how do others interpret the enigmatic Tiger-dragon Tosh Raka?

Aka Raka Tosh Tosh
The Old Smaug Himself, but with stripes!

I'm obviously gonna be a bit biased, but the fact that Tosh Raka is attempting to become a dragon and conquer Tamriel sounds an awful lot like he's mantling Akatosh's role. This bears significant similarities to Molag Bal's supposed dominion over Lyg in the previous kalpa, before he was dethroned by Dagon. Even if you're not a fan of tigerboys, you can at least see where Camoran/Dagon was coming from.
That said, it's all entirely speculatory (or at best fanonical/"OOG").

So, couldn't it also be the reverse? Couldn't Akavir be the past, home to Tosh Raka, who became Akatosh when his home became Tamriel?

No, bc unlike aldmeris, Akavir is very much a real and physical place >_> Imperial expositions have proven so, along with the major invasions brought upon their residents
It exists within our current kalpa, just like Altmora and Thras

And ships bound for Yokuda still sail out of Anvil, even though that place only existed in the past. You should read the three sources listed
here. In particular:
"The Otherkin in Akavir are not a real thing. Tosh-Raka has decided this. In his infinite Dragon Aspect and as the one true son of Jubal and Vivec, he declares that from this future pastward, that your kinde may retreat to the realms of Tamriel, taking your idols with you, and make treaty with the Thalmor, and in general do whatever your new Slavemasters let you."

I always thought the names Tosh Raka and Akatosh are too similar to be a coincidence...
