Does anyone know where they can be generally found? (i.e. potion solvents normally are found in some body of water)

They drop from mobs. I've seen Craghammer Giants and River Trolls drop oils so far.

Got some from clannfears during main quest

I've been getting them from Betty Netches, too. Not sure if a Bull Netch will also drop them, since I haven't killed any of them yet.

I can confirm that ogres drop them as well, and at a pretty decent rate at that.

I have killed several Netches, but haven't had any luck in getting them to drop any oils.

Probably just down to RNG, dragonfett. I got plenty of Grease from Netches on my level 8 Nord. I can't recall if I've killed any Bull Netches, though. I'll need to hunt them when I get the chance.

It might have to be level appropriate mobs. I've only been getting drops in battle-levelled zones.

Well, Scrib Jelly can drop from things far below our level (fortunately). Haven't tried hunting Netch in Stonefalls with my EP main, though.

I have seen people in their level 40's hunting them, but I can't say whether or not they were getting the solvents.

Eh, I'm not so sure. I was killing ogres left and right in Stormhaven in the Gavaudon region with my level 25 Breton Sorcerer and they were dropping probably about 50% of the time.

Talking specifically about solvents.

It doesn't have to be level appropriate, at least. It seems as though the solvents (and ingredients) work like hides do. I was just hunting Netch in Stonefalls and Deshaan with my CP 491 EP main, and I was getting Grease from the ones in Stonefalls, and Ichor from the ones in Deshaan. Both Bull and Betty Netch drop them, but it isn't a guaranteed drop.

Now I'm just trying to see what else drops solvents.

So far, I've managed to get solvents from: Bull/Betty Netch, Giant Snakes, Trolls, Mammoths, Giants, Ogres, Winged Twilights, Ogrim, Clannfear, Spider Daedra (can also drop Spider Eggs), and Wamasu. This is all in EP zones with my CP 491 EP main/crafter. Some of the drops are zone level, and some are tied to crafting skill.

Slightly off-topic, but I realised that too: my CP350some with crafting perks ~6/10 found both perk appropriate and CP160 mats in DLC zones, so it seems to alternate now...

I think zombies drop them. I played through the Wayrest Sewers recently and noticed I had tons of oil afterwards. I wasn't paying attention during the run, so I don't know for sure.
