Money Lenders of Skyrim

I was going to put this in the modding forum, as I'm thinking of making a quest that will tie in with a few money-lenders in Skyrim, but all I'm really looking for is some help in coming up with a list of money-lenders found in the vanilla game and official DLC. If this does belong in the modding sub-forum then I'd appreciate if someone could let me know and/or move the topic.
So far the money-lenders I can think of in the game are:
Can anyone think of other NPCs squeezing those that can't pay them back?
Edit: Actually I think I should clarify; I'm looking for NPCs that I can have function as money-lenders, rather than ones that specifically do this at the moment. For example, Irnskar Ironhand probably isn't a lender, Octieve Sam just happens to have gambled money he didn't have and Irnskar wants him to pay up, but he could be a good candidate for lending. Basically I'm looking to give the player as many opportunities to fall into larger and larger debts until they're encouraged into the quest-line (as paying up will eventually stop being an option).
So far the money-lenders I can think of in the game are:
- Mogrul (DB): Probably the most obvious

- Irnskar Ironhand: Has Octieve Sam in deep with gambling debts.
- Sapphire: Not actually owed anything at all, so more purely extortion. Also she moves to the Ragged Flagon: Cistern which will make her a bit harder to work with.
- Various Silver-Bloods and their mercs: Owning the treasury along with most of Markarth, as well as their own mines and those they'd like to squeeze nearby make them top dog for the list, but that might make them too big for what I want (they're also tied into a lot of other quests).
