2 Questions (Distribution & Building Overlays)

Anyway, I was wondering how to create an overlay like the ones used for moreHUD and Helmet Overlays. (I admit it; I was watching Fallout 4 and I thought the power armour overlay was cool.) Preferably, I would like to make it so that it doesn't require SkyUI, but I don't know if that's possible.
Second thing I was wondering about: Are there any places to distribute my mods besides Steam/Nexus?
