1. When I feed, my speed is at 244. Soon it drops, but it is still over 200. Then, It suddenly became 3.

2. Some NPCs say that there is an assault when I feed, while others do not do a thing.

You're not supposed to be seen when feeding. Some NPCs ignore all assaults that they witness if their 'responsibility' value is low.
