A Daedra's Best Friend find the dog glitch (spoilers)

The post contains spoilers pertaining to the quest. I'm playing on PS3.
I'm trying to get the "Dog outside Falkreath" (ie Barbas) to appear and he wont. He never has showed up on this save. I've tried holding the meat at the quest maker, putting the meat on the quest marker, getting different meat, waiting for hours, waiting in town then going back, questing for weeks then going back, searching the nearby area, going to Hamar's Shame, and checking my journal for active quests in locations used during the quest. Any suggestions?
