Missed Opportunities

When you played this game, were there ever any oversights or other moments where you thought Bethesda really missed an opportunity to do something awesome? Let me start with one of my own ideas:
Akaviri Commander Mishaxhi and the undead Akaviri warriors would've been a great opportunity to make use of the unused Vampire Race if you ask me. I mean, Mishaxhi's not really a Vampire, but then again, he's not really an Imperial, either. If anything (and as stated on the article's talk page) his status as an Imperial was just a placeholder to compensate for the fact that there's no Akaviri/Tsaesci race in-game (why Bethesda couldn't just make one for Mishaxhi and his undead warriors is beyond me).
But since the Vampire Race otherwise makes no appearance outside of being a pair (trio, with the ''Shivering Isles'' expansion) of Test NPCs, it would've been interesting for them to be used to portray Mishaxhi and maybe his undead army, to emphasize how distinct they are from the Tamrielic and Daedric races, and it would be somewhat fitting since the Tsaesci are described in lore as a "vampiric" serpent-folk, even if the Vampire Race itself isn't remotely serpent-like. Heck, they even could've still made use of the "Vampire Race", but called it "Akaviri" or "Tsaesci".
