Galsiah's Character Development - Magicka Regeneration

I just reinstalled and slapped a few mods onto Morrowind, and I noticed that my magicka bar was full despite me having cast several spells.
Contrary to probably everyone, I don't want this.
I read the readme and it gave a fairly weak answer stating something like "The editor can fix the regen".
I actually don't know how to access the editor. I'm playing on a Steam version.
Does anyone know how to remove the magicka regeneration from GCD?
