Dawnguard without buying it?

It's my understanding that Dawnguard is a DLC for Skyrim.
All I purchased was Skyrim itself without any DLC's on Steam
A few days ago, I had just entered Whiterun and there was a fracas at the gate by Warmaiden's. In the battle the intruders were defeated. It was announced that the Dawnguard quest had begun. As I looted the defeated, I found a crossbow and bolts, which are only available, as I understand it, if one has the DG DLC.
So it appears I now have the DG DLC without having purchased it. Did I miss an announcement from Bethesda that DG or Steam that DG is now included at no charge?
When I look at my games on Steam, DG is not shown and it is still for sale for $20 from Steam.
Call me confused! Buy, hey, I like the crossbow and if anyone tries to take it, they'll have to pull it from my cold...dead...hands (ht - Charlton Heston)
