I am looking for Skyrim mod that: Once you become legendary in one skill,it will not reset the perks unlocked, but the level of skill itself (to lvl 15). for example: gaining 100 destruction, become legendary (so it goes back to 15) but all perks like Expert Destruction or Intense Flames stay unlocked therefore i can use them and still level up the skill. Please let me know if there is such a mod

I don't know of such a mod, but why don't you just use the Community Uncapper instead? It allows you to level up a skill past 100 and it's entirely up to you how far you can level it up, if it should make your skill actually better and up to which skill level.
If you only want to keep leveling that skill, you can configure the Uncapper in a way that lets you level up the skill to 300 for example, but you won't become actually better at that skill after 100.
In my opinion, this is much better than making a skill legendary, because it makes absolutely no sense why you should become a noob in that skill again after mastering it.

Skyrim -Community- Uncapper
Keep in mind that it requires SKSE to work.
