Does anyone know if it would be possible to implement Dragon shouts such as Fus Ro Dah etc. via a mod? I have decent modding experience, and (sort of) know my way around coding, and I was hoping someone could let me know how practically impossible this would be before I began.

Not using the regular Construction Set. Possibly with scripting, but remember that Morrowind doesn't even have ragdoll physics.
