Smithing and Light/Heavy armor levels?

I am playing a light armor Bosmer. I don't have any points is heavy armor at all. I think its 17 or something. Light armor is 50. Smithing is 50 Now if I choose to smith dwarven armor will its price be less because I don't have points in heavy armor?
Simply put, is my smithing affected by the fact that I don't have heavy armor skills? If I smith a Daedra armor will it be weak and fetch less price?
