I'm having a problem with all the ordinators armor as well as other armors, they appear shiny.
The ordinator armor all pieces are shiny exept for chest piece which looks very dark.

One of your mods is replacing the textures for the armors and that mod has poorly made normal maps, thus making the armors shiny.
To find out which mod it is: uninstall all your mods (make sure the loose files are removed, too, don't just uncheck the mods in your load order), then install them one at the time until you get the same issue. The last mod you installed before then is the one causing the shiny armors.

I've run into this exact issue before myself.
What's happened is that you've installed a pluginless armor replacer that has reflection maps - possibly Darknut's Armor replacer.
Are you perchance using MGSO? (I ask because most all of the files you listed are included in MGSO). If so, you can use MGSO's Options.exe program to uninstall the reflection-mapped armors. You can do this by simply selecting "Default Armors" and Options.exe will rearrange all the textures and meshes for you.
If not, it's going to be a mite more difficult, as you're probably looking at a complete reinstall as Clockwork suggested. You can't simply delete the "shiny" armor files unless you've got a backup file of morrowind (or at least a file containing the default armors) since many of the default files have been replaced. Otherwise you'd end up with missing meshes/textures.
TIP: Consider making a .zip backup of your clean (after a fresh install) Morrowind Data Files folder. This has saved my game more than once in the past.
Hope this helps.
