NPC's not appearing in game

I have only been modding Skyrim for a short while, and usually I can resolve my own problems as they come up. This one has me stumped, however. I was creating NPC's just fine when I started out. I made several vendors and potential followers, potential marriage partners. They worked out fine and behaved as they were supposed to. But for the last couple of weeks when I create a new NPC they do not render in the game. I drag them into the mod location and they show there in the Creation Kit like they are supposed to. But if I put them into a modded location, when I go there in-game, they aren't there. And their hex code says they don't exist if I attempt to PRID ID them and do a moveto player command. This occurs with both generic NPC's and unique ones. I tried a couple of times to drag created NPC's into banilla areas, like the Pawned Prawn in Rifton, and that worked just fine. I do notice that the change occurred after loading Dawnguard on. I was suspicious of Dawnguard as the culprit because of the fact that Dawnguard does not like the Creation Kit. If I try to load Dawnguard onto the Creation Kit it CTD's. Any suggestions?

When exactly did this start? It is possible that a recent update broke something, though if that were the case we would probably be hearing more about it. Am I understanding you correctly in that they don't appear in brand new locations that you have added, but they do appear in location that are in the base game?

Try downloading TES5Edit, open up your plugin with it, navigate to your location and see if there really is a reference for your NPC there. Does this only happens when playtesting your mod with Dawnguard? Then try unchecking Dawnguard.esm in your load order. Double-check the references to see if they're set to "Initially disabled". If nothing of this works, your plugin might have become corrupted (it could happen after extensive usage of the Creation Kit in one sitting). Try creating a brand new plugin and see if it happens there as well.

To load Dawnguard in the Creation Kit, open "SkyrimEditor.ini" (located in your Skyrim installation folder), search for SResourceArchiveList2 and add Dawnguard.bsa to the end. The line should look like this:
Spoiler:
SResourceArchiveList2=Skyrim - Shaders.bsa, Update.bsa, Dawnguard.bsa

Well, I got Dawnguard to work with the CK. Thank you. I created a new place with an associated interior, and placed an NPC in it. She did NOT render in-game, however. I had tried to place an NPC I created in the Pawned Prawn in Riften, and she was there when I went in in-game to look for her.

I suspect you're adding the NPC to a location added by an .esp that isn't the one you're adding the NPCs to? That won't work--it's either got to be a location added by your .esp or by an .esm that your .esp is dependent on.

No, I'm making sure I'm adding it to the .esp file that I'm working on, and that is active as the "save to" file. The only other thing I have active is Skyrim.esm. I also have confirmed that I didn't accidentally check the NPC as being initially disabled. But I get the error message: "Textures: Could not queue texture 0X247d78f.
