Near proudspire there are many useful plants like nightshade and dragon tongue. I plucked them thinking they will eventually grow back. But after a few days its still the same.

Don't plants in the wild grow back? I thought like chests and bandits ingredients in the open grow back eventually. Wheat in farms grow back, but the other ingredients don't?

(P.S haven't got HF. Talking about existing plants not which i grow)

In the wild, plants should grow back after a few in game weeks to a month. If they haven't grown back in a few weeks ingame, look at bugs section of the Skyrim bit of the wiki to check if there are bugs that can cause them to not grow.

It takes that long? Its been about a week now. Ill wait for some more time thanks

I think their regeneration slows down if you keep visiting the area. Maybe the timer resets or something

Yes, regeneration stops while you are there, so as they don't start regenerating in front of your eyes.

Respawning schedules in Skyrim seem to be a mixed bag of chaos. I've noticed that when playing a new character, plants will grow back very quickly after the first two harvests. After that, the time seems to get longer. There's also a bug that will stop all plant growth, but I have no idea if patches fix this or not.

I once waited inside Breezehome for 31 days. When I entered the game-world again, all the plants had respawned. However, after I traveled away from some world-cells and returned later, they had reverted to their pre-wait state; all the plants were gone again.

You know picking plants in cities is illegal, right? Think of how hard the Solitude gardeners worked on those.

No it's not, at the very least in Riften and Windhelm as I have harvested in both cities.

I never get yelled at if I pick plants that are marked as 'owned'. Even Savos Aren doesn't have an issue when I make trips to raid his fancy garden.
