I remember that, from certain source,if we spend a large sum of gold or operating the mill for many time, the town's economy will gradually be improved, but I can't search for anything about it in the wiki. Is this statementtrue?

No, contrary to what was advertised by Todd Howard in one of the first Skyrim showcases, you can't manipulate a town's economy at all. Neither negatively, nor positively.

They were going to implent it but ran out of time or found it too diffcult to code in thus they abandoned it. Which is a shame as that would have help with roleplaying. I think they said that if you took up all of the work in a town, you risk making it poorer and risk being attacked by angry locals.

I'm not sure how much the ruling classes of Skyrim would like that.
They've got one civil war to deal with. The last thing they need is some recently strengthened and class-conscious bourgeoisie hammering at their door.
