I don't know the exact name of it, but its the bar that shows north south and all the place markers, Is there a mod which replaces oblivions with skyrims? Also the same thing with health, magica and stamina bar.

You're thinking of GUI. However, using anything from one Elder Scrolls game in another is illegal according to Bethesda.

Well you can do whatever you want on your own computer. It's when you start uploading a mod with files from one game to be used in another that you can run into legal issues.

Part of the issue with Morroblivion was that they were using assets made by a third party, not by Bethesda Game Studios itself, and that third party did not consent to this. Morroblivion got around this by replacing the assets with new ones.

The compass?
GUI stands for graphical user interface, which is a term so general it applies to pretty much everything you see in any game (or other application).
