I've done the Lysandus' Revenge quest before Orcish Treaty and now I don't recive the letter from lady Brisienna to start the Who Gets the Totem quest. Is there a way to fix this? I've tried with Thaw but it didn't work. Thanks for the help.

You need to do the Soul of a Lich quest as well. If you have done it, maybe you need to level up.
