Are there items or spells that can restore stamina or make stamina recover much faster? ie amulet of akatosh makes magic recover 25% faster. Is there a stamina amulet?

Yes, there are Health and Stamina Regeneration Items. Not just amulets. You can disenchant them, and make them work for other items (neck, chest, feet) http://www.uesp.net/wiki/Skyrim:Enchanting_Effects

Yeah, they're not hard to find, just keep an eye out for them.

Never find them unless I'm a mage.. same with akatosh amulet I only find as warrior.. wtf..

I wasn't complaining persay. Just noting the random nature of them appearing. Sorry.

I have yet to find a single disenchantable item with water breathing enchantment, it happens.

Fortify Stamina
Amulet of Kynoreth: Stamina increased by 10 points.
Gaulder Amulet Fragment: Stamina increased by 30 points.
Nightingale Armor: Stamina increased by 20 to 40 points.
Rahgot Mask: Stamina increased by 70 points.
Ring of Namira: Stamina increased by 50 points.
Linwe's Armor: Stamina increased by 15 points.

There are many different armor's that manage to regenerate stamina and a link has already been posted, so I decided to spare myself the work. It may not be your "exact" wish but may be able to fulfill your goal. If your stamina is increased, there will be less and less of a need for it to generate. Some of these you can disenchant and some you can't, notably Linwe's armor. I think by this post and many others, you have seen that while you might not have been quite the luckiest adventurer; you've still got some searching to do!

But are you not going to steal from them? They work hard...well, except for Farengar, you can steal from him.

I almost never use the pickpocket skill. If I know an unessential has an item worth over 2k.. I just discreetly send him to Sithis in gift wrapping. And stroll of with the valuable item, and any gold he was carrying.

The only reason I refrain from using it because I greatly value the 20% faster combat skills gain stone. XD

If you have some decent enchant skill, you can always put an absorb stamina enchant on your weapon. There happens to be two different versions of absorb stamina (one only available from disenchanting the drain-heart sword) so theoretically you could put two absorb stamina enchantments on the same weapon effectively emptying the enemy while giving you power attack after power attack without the need to invest valuable level-ups into it.) This is of course just conjecture on my part as I don't know if you even play a melee kind of character, and if this is in line with what you were looking for.
Personally I use one stamina drain, and a fiery-soultrap on my mace (I affectionately call Brimstone's Kiss). Before I had the dual enchant perk I would only use the stamina drain on my mace and fiery soul trap on my bow. Good luck!

I have used Lady stone and generaly it whas not so bad becouse i get nice benefits from healt regeneretion whit each level i upgrade only healt and stamina regeneration is hardly noticable if you dont upgrade stamina. But if you prefer light armor and get some nice fortify stamina items you generaly have greter impact but only having higer stamina pool grant mor benifits then regeneration bonus procents.

But warrior stone is my choice on low levels and then a thief stone just to level light armor faster and get perk 50% stamina regeneration faster.
Lady stone can help a loot on level 20-30 but wen you finde beter enchanted items you will wish to chang it.

Absorb stamina look like a good effect but you only need 1 stamina to perform power atack so if you can find this effect early in game it may be of great help to you but noth so mach layter in game.

I personaly like to have some cooked food for stamina regeneration and healt regeneration for 720 sec.

The Lady and the Lover are my two favorite stones, in my mind the Lady is more like a Lady's Favor than the Princess Fairy Stone.
