At the Serpent Stone you can see Vvardenfell pretty clearly. Anyone know of other locations?

College of Winterhold is a good place also, on the roof.

I've seen pictures of Cyrodill and High Rock as seen from Skyrim, but have yet to find them in-game. I've spent the last several hours jumping about Skyrim's borders, trying to get a glimpse of the rest of Tamriel, but have had no success. But, yes, I have indeed seen Vvardenfell.

There is a video on youtube where someone uses the flying cheat in the console and takes the viewer on a tour of Tamriel. It's all there, ready to be detailed and filled. Modders or official DLC?

Nobody knows right now. One plausible theory I've heard is that the developers mapped other parts of Tamriel to give a sense of proper scale to the game world of Skyrim...like, both for perspective and to fit it onto the map better.

A good location is the tip of the throat of the world by the ebony vein. Use clear skies shout and you can see red mountain rising up behind the smaller mountains. Also, a good location to see beyond the western end of skyrim (I think i remember being able to see it well) is during the Break of Dawn quest when your high in the sky

That would be a little insane and a lot awesome, if that's true then that has gigantic modding potential.

Small hint that the Devs will have Morrowind as a DLC area:
...Just a thought ^^

I wouldn't read too much into being able to "see" other areas outside of Skyrim. Yes, the game has its physical boundaries which you can't cross, but in-game vision continues beyond those boundaries. Nobody would have been happy if Skyrim's borders simply ended with black space.
In short, Bethesda had to paint something out there. It might as well be lore-friendly and geographically-correct features.

The thing about them is that they're an unconventional backdrop. Beth could have painted up a quick background 2D texture of Vvardenfell and from where most people would normally see it there would be no visible difference. The fact that they've actually constructed a mostly correctly formed Morrowind, Black Marsh, Cyrodiil, Hammerfell and High Rock suggests that they may intend to do something with it later.

It only suggests that they've taken the time and made the effort to not wreck the visual immersion of the game at the borders. Using this as some kind of evidence that points towards future DLC is fanboy speculation based on wishful thinking. As for what speculation is worth, you can scoop all of it into your pocket, and a coffee will still cost you $2 at Tim Horton's. Bethesda obviously put some effort into creating beautiful night skies. I don't think anyone is going to see that as evidence for DLC taking place on the moon.
Regardless of how the out-of-bounds graphics were handled, they would have no effect on and present no indication of any possible expansions.

At the very top of Skuldafn, you can see a lot too. Probably the best view of Red Mountain.
