Cylons in Skyrim

This is a thread to collect and analyze all information on confirmed or suspected Cylon activity in Skyrim. Before you say anything, no, I'm not kidding, and no, I'm not crazy. I've already confirmed the presence of at least two sets of Cylon operatives:
Louis Letrush
After discharging his mission objectives (at the culmination of the "Steal Frost" side quest), multiple copies of him begin appearing around Skyrim. I've heard reports of up to a dozen Louis Letrush model Cylons being found in a single game, most of them congregating at or around the Riften stables, an area that I suspect may be a primary staging ground for Cylon operations.
Children
Frankly, I'm shocked that nobody in Skyrim has figured out that their young have been eliminated and replaced with Cylons. There are only a few models in the entire province, and, while the Cylon command seems to have taken pains to ensure that most small villages are issued only one of each model, this is by no means a rule, and any individual traveling between two or more settlements is bound to notice the uncanny resemblance between children from town to town.
Suspected Cylon operatives:
Town Guards
While it is difficult to ascertain the true nature of the various Hold guards found throughout Skyrim, as their helmets make it impossible to regularly monitor their faces and therefor individual identities, I believe there is enough circumstantial evidence to warrant a closer examination of all Guard forces. There seems to be only a few distinct voices, a half dozen at the most, all far too similar in tone and dialect to be chalked up to mere broad accents. What's more, a disturbing number of guards claim similar life experiences- exactly HOW MANY guards can we expect to have been adventurers forced into retirement thanks to arrows to the knee, on mere chance alone? Add to this the uncanny ability of guards to seemingly "know" the crimes, activities, and current legal status of any player at any time, even those activities which no guards could have witnessed or which happened such a short time ago that no one could have yet reported. Unless, of course, they were all sharing a common data link.
Bandits
Similar to the guards. All bandits seem to share common speech patterns and modes of behavior; whether this is due to the simple commonality of experience shared by individuals with a similar career track, or to a deeper connection- a hive mind of some sort- has not been determined as of yet. The facial patterns of bandits often seem quite different, but I am quite certain that I've seen the same face on more than one outlaw NPC; there is a black haired renegade Mage that I have killed at least four times, for example. Often, these faces may be subtly altered by the addition of warpaint, but I suspect this is nothing more than a Cylon trick to try and disguise themselves.
M'aiq
He is a liar, and he has been found in every game since Morrowind. Suspicious, no?
Bears
I'm not sure whether Nirn-based Cylons have decided to mimic the organic forms of bears or not, and if they have, what advantage they hope to gain from this deception, but all bears seem to be the same height, same build, same color, and have the same facial characteristics regardless of where they are encountered. Further tests are needed.
Anyone else?
