Civil War Questions

I have several questions if you wouldnt mind helping point towards an answer or knowing it would be a blessing! (8 or 9 Divines ha ha)
1. Ive noticed that during the Civil War that Whiterun has taken some damage. Does this ever get repaired? Also it would seem that Heimskr no longer has a home! And much of the lattice work is also damaged.
2. Soldiers and Guards...do they ever change back..all the Blue or Brown seems...tacky and out of place as the colors of cities makes them rather interesting. Will the guards ever return?
Is this the....I guess "damage" of your choices? Show you what becomes of Skyrim because of your actions and allies?
