So I found a statue that may be a Falmer before the fall.

it was in some place Irkngthand Sanctuary. it's a huge statue of a bald elf-like man wielding a staff and a book and wearing robe like clothing. Anyone else notice this?

Yes, is is a Falmer, it even says so one of the loading screens.

I wasn't aware the loading screens showed an image of the falmer before they went underground.

There is one loading screen which shows a statue, which is said to be the last remaining image of a true Falmer, before they were mutated and 'corrupted'.

That statue is related to a pretty big questline.
It is certainly a Falmer statue.
