In that city built into the mountain side there's a guy you can buy a dog from (500gold). I'll see if I can find the name of the specific city.
Its in The Reach, by Markarth I think?

The mountainside town is Markarth.
You can also meet one by a shack out in the middle of nowhere, in The Pale, I think. And there's also chance encounter stray dogs.

barbas you can get outside of falkreath the blacksmith there gives you a quest to find him
he is related to a quest so

IN a hut near Solitude, there's a dog named Meeko whose owner died.

500 gold for the one in the Markarth stables. Warning: Dont tell the dog to go home, you'll end up having to buy him again.

I can confirm there are 3 dog companions available in game:
- Vigilance, as I, and others, already mention (edit: that was actually a different thread I relaaise
), who can be bought for 500 Septims at the Markath Stables from Banning.
- Meeko, a dog found at Meeko's shack in Hjaalmarch, across the river from the Solitude Stables
- And a Stray Dog met in a random "World Encounter", either Corpse in the Aftermath of a Dragon Attack or Dog Fending Off A Pair of Wolves
They cannot be used as pack mules to my knowledge.
